An Irish VAT registered company is supplying goods to a UK company, but delivering the goods on behalf of UK company to its customers in Ireland. Do we charge VAT to UK company?

Yes Irish Vat at the appropriate rate must be charged to the UK company. In order for the goods to be zero rated (as an intra community supply) then the goods would have to be shipped to another EU member state.
