The conference/exhibition organiser is supplying a service.

The place of supply of the service is the UK (it's a property-related service and the property is located in the UK). See https://www.gov.uk/hmrc-internal-manuals/vat-place-of-supply-services/vatposs07600

The conference supplier should register for UK VAT.
