The Convention can be denounced by any Contracting Party. They need to notify the Secretary-General of the Council of the European Union about their decision to quit.

Once the Secretary-General gets this notification, the denunciation will be official in 90 days.

The Plenipotentiaries who sign off on this are witnesses to this rule. They have agreed to this by putting their signatures.
