Section 186 empowers the Minister to make regulations governing carer's allowance, including provisions to extend eligibility or increase payment rates for prescribed classes of claimants.

  • The Minister must make regulations to implement the carer's allowance scheme.
  • Regulations may allow certain prescribed groups to receive carer's allowance even if they fail the standard means test.
  • Regulations may also entitle prescribed groups to a higher rate of allowance than the standard calculation would produce.
  • Where a higher rate applies, the actual amount payable may vary according to the claimant's means.
