Section 187 defines the key terms used throughout the supplementary welfare allowance provisions.

  • Defines "institution" broadly to include hospitals, care homes, residential premises, and prisons.
  • Sets out what qualifies as "mortgage interest" for the purposes of claiming assistance, excluding penalty interest and amounts already covered by tax relief or local authority subsidies.
  • Establishes two categories of "qualified adult": a dependent spouse, civil partner or cohabitant; or a carer aged 16 or over looking after a child where the beneficiary is single, widowed, or living apart from their spouse or civil partner.
