Regulations

Section 4 sets out the Minister's powers to make regulations under the Act and the approval procedures that apply.

• The Minister has broad powers to make regulations for any purpose covered by the Act, with flexibility to apply them to all cases, specific cases, or cases with exceptions
• Regulations for certain specified sections require the sanction of the Minister for Public Expenditure and Reform, while others also need consent from the Minister for Finance
• Draft regulations for particular sections must be laid before both Houses of the Oireachtas and cannot be made until both Houses pass an approving resolution
• Other regulations must be laid before both Houses after being made and can be annulled if either House passes a resolution within 21 sitting days
