Entitlement to benefit

Section 68KB sets out who qualifies for Jobseeker's Pay-Related Benefit (JPRB), a new earnings-linked unemployment payment.

• Claimants must be under pensionable age, or if born on or after 1 January 1958, may qualify up to age 70 provided they have not yet claimed the State Pension (Contributory).
• Claimants must satisfy the PRSI contribution conditions (section 68KD) and must have become unemployed on or after the scheme's commencement date.
• The claimant must be fully unemployed throughout each weekly claim period (Monday to Sunday) or, where regulations permit, have sustained a substantial loss of employment.
• To count as unemployed, the person must be capable of work, available for work, and genuinely seeking suitable employment—assessed by reference to age, physical capability, education, normal occupation, residence, and family circumstances.
