Entitlement to benefit

Section 68KB sets out who qualifies for Jobseeker's Pay-Related Benefit (JPRB), a new earnings-linked unemployment payment.

  • Claimants must be under pensionable age, or if born on or after 1 January 1958, may qualify up to age 70 provided they have not yet claimed the State Pension (Contributory).
  • Claimants must satisfy the PRSI contribution conditions (section 68KD) and must have become unemployed on or after the scheme's commencement date.
  • The claimant must be fully unemployed throughout each weekly claim period (Monday to Sunday) or, where regulations permit, have sustained a substantial loss of employment.
  • To count as unemployed, the person must be capable of work, available for work, and genuinely seeking suitable employmentβ€”assessed by reference to age, physical capability, education, normal occupation, residence, and family circumstances.
